The mandate of governments all over the world is to deliver high value to people, but doing this is often expensive and can take a long time. By applying blue ocean strategy, governments can rapidly deliver high value at low cost. Malaysia has pioneered this approach with National Blue Ocean Strategy which follows the principles of high impact, low cost and rapid execution when addressing a broad range of economic and social issues. This plenary session is an opportunity to explore how blue ocean strategy has been applied to quickly produce transformative change at the national level and how creativity and collaboration can bring down the cost to the government
